This fallacy presents an action or argument as serving one purpose while concealing additional or different actual purposes. The stated purpose may be genuine but incomplete, hiding motivations that would change how the argument is received.
Also known as Hidden Agenda, this is a informal fallacy — the error lies in the content or context of the argument rather than its formal structure.
How to Spot It
Example
A company restructuring "to better serve customers" when the primary purpose is to reduce labor costs by 25%. The stated purpose is incomplete.
A Stronger Version
"This restructuring aims to reduce operating costs by 25% while maintaining service levels. Here's how we plan to achieve both goals simultaneously."
Warning Signs
- Noble-sounding purposes that don't explain all the changes
- Actions that seem disproportionate to their stated goals
- Hidden financial or political motivations
- Stated purposes that don't match observable effects
How to Fix It
When evaluating stated purposes, ask: does this purpose fully explain the action? If the stated goal could be achieved more simply, there may be additional unstated goals. Follow the money and the incentives.
